CONSTITUTION
OF THE
KANSAS JUNIOR CLASSICAL LEAGUE

REVISED 1996

ARTICLE I

SECTION ONE:

Name: The name of this organization shall be the Kansas Junior Classical League.

SECTION TWO:

The emblem and colors shall be the same as those of the National Junior Classical League.

SECTION THREE:

The purpose shall be three-fold: to gain a more thorough knowledge of Roman life, history, and literature; to understand better the practical and cultural values of Latin; to interest others in the classical language.

SECTION FOUR:

The time of the state convention shall be fixed to suit the convenience of the convention school. Convention sites shall be selected by the consul in consultation with the state convention at the fall meeting following the convention. The time of the convention must be set during the school year.

ARTICLE II

SECTION ONE:

There shall be an executive board composed of the state officers and their sponsors. This board shall act as an agent through which the state league business between conventions may be transacted. The Consul of the Kansas Junior Classical League shall serve as chairperson.

SECTION TWO:

The terms of office for the state chairperson shall be three years effective from the election at the state convention.

Should a vacancy occur, the sponsors shall name a state chairperson to serve the unexpired term.

SECTION THREE:

Sponsors: The sponsors shall include the chairperson of the Kansas Junior Classical League and the Latin teachers of each member school.

ARTICLE III

SECTION ONE:

The officers of this organization shall be the following: Consul, Praetor, Scriba, Quaestor, and Senator.

SECTION TWO:

The term of office for each officer shall be for one year from the election at the state convention until the next state convention.

SECTION THREE:

Officers shall be nominated by a nominating committee which shall consist of one campaign manager, two voting delegates from each chapter attending the state convention and a chairperson appointed by the consul or his/her designee as chairperson. This committee shall attempt to nominate two candidates for each office.

The chairperson of the Kansas Junior Classical League, or a sponsor delegated by the chairperson shall meet with the nominating committee to serve in an advisory capacity.

SECTION FOUR:

A person or school may hold the same office for up to two years consecutively. It is permissible for an officer to hold one office per year as long as he is elected. Out-going seniors may not be elected to hold a state office.

SECTION FIVE:

Short campaign speeches in behalf of the candidate nominated shall be allowed.

SECTION SIX:

Members shall vote by ballot. Each chapter present shall be allowed to cast two votes. Majority vote shall rule; in case of a tie the Consul shall cast the deciding vote. Chapters consisting of fewer than five members and the delegations at state convention consisting of only one member shall be given one vote.

SECTION SEVEN:

Should any vacancy occur among the duly elected officers, the appointed sponsors shall name an officer to serve the unexpired term, preferably from the same school.

SECTION EIGHT:

The candidate's sponsor must be present at the convention and must consent to his/her candidacy at the Nominations Committee meeting.

ARTICLE IV

SECTION ONE:

The Consul shall preside at the meetings of the League. He/She shall appoint all committees and supervise their activities and endeavor to see that all projects for the year are carried out.

SECTION TWO:

The Praetor, Scriba, Quaestor, and Senator shall assume the usual duties of their respective offices.

It shall be the further duty of the Praetor to preside at the meetings at the request of the Consul and to be responsible for the publication of the league bulletin.

It shall be the duty of the Scriba to arrange programs for the state meetings, to plan and encourage campaigns for new members, and to compile the KJCL scrapbook.

It shall be the duty of the Quaestor to keep accurate accounts of all money paid in and paid out, to pay all bills incurred by the league, and to encourage money making activities.

It shall be the duty of the Senator to amend the constitution and preside over the Nominations Committee meeting, Constitution Amendments meeting, and Open Forum.

SECTION THREE:

It shall be the duty of the Senator to sponsor the revisions of the constitution every five years, or whenever necessary. The final decision about the proposed revisions should rest with the executive board, though chapters may exercise their opinions concerning this. Information concerning suggested revisions should be sent to the Senator one and a half months prior to state convention. The proposed revisions will then be put forth for approval or disapproval by a majority vote at state convention.

ARTICLE V

SECTION ONE:

The membership of this organization shall consist of two types: chapter and individual. Chapter membership shall include the National Junior Classical League chapters in Kansas that wish to become a part of this organization. Chapters shall be admitted upon written application to the respective chapters, and payment of annual dues. Individual membership shall include the active members of the respective chapters.
